The town of Keystone, Iowa came into existence in the summer and fall of 1881 with the arrival of the Chicago, Milwaukee and St. Paul Railroad. The railroad was building its Iowa line westward from Marion to Council Bluffs.

August 28, 1881, Matthew Darcy deeded a portion of his home farm for a town site and the Milwaukee Land Company immediately proceeded to plat the site into lots and blocks.

The real reason for selecting the name of Keystone for the new town has never been definitely settled. Some believe that as it is almost the central point between Chicago and Omaha, the terminus of the railroad, the name represents the central part or the Keystone of the line. Another theory is that the land company, finding a considerable German element among the early residents, concluded, erroneously, that they were “Pennsylvania Dutch” emigrants and named the town from the nickname of Pennsylvania, the Keystone State.

The first council meeting was held March 9, 1894 at the home of Theis Thiessen. William Schuett was the first Mayor.
